1) He wasn't actually in danger when he fired. The car was probably doing two miles an hour.
2) He fired three times. One bullet went through the side of the windshield and two others went through the driver's side door window.
3) If you or I shot and killed someone in those circumstances, we'd have been arrested and charged.

It is obvious you have the same spacial awareness and dexterity as my mother in law. She's a freaking disaster behind the wheel largely because she has very weak spacial awareness and has no idea how fast she is moving, or how fast other objects in her field of view are moving. She would arrive at the same conclusion as you.
This broad in Minnesota had her adrenaline flowing and had it pedal to the metal as she accelerated her vehicle toward the officer in front of her. She was going way over 2 MPH. It was pedal to the metal. Hence why the vehicle continued to accelerate to a high rate of speed until it struck a parked car.
But please post a video of a Honda Pilot with the same rate of acceleration driving over you at 5MPH, standing the same distance from the vehicle. Now is your opportunity to prove your superhuman powers you think you possess. And of course you won't have the same experience of already been run over by another deranged lunatic, sending you to the hospital for treatment.
