every regime goes through 4 phases
1) Smart and Energetic: The people who get things set up. ruthless, ambitious, smart.
2) Smart and Lazy: The golden age, the people who actually run the system best. They delegate and manage well. But they are lax. They inadvertently lead to the next phase:
3) Stupid and Energetic: ruthless and driven, but stupid, they are drawn to the success of the first two generations. They have all the drive and none of the smarts.
4) Stupid and Lazy: The system, having been run into a ditch now exists primarily as a vast grifting operation. Its run by people who only want to loot. For the majority of people, this phase is actually better than the previous phase because the system is more lax, and less willing to crack down on dissent so long as the gibs flow properly. Opportunities proliferate.
