@freepatriot In Finland, which has really reduced it's homeless population more than any other country, one of the first things they did was to make sleeping outside illegal if services were available. There must be help and then consequences if you don't take the help, or there will never be any improvement. The worst thing you can do for someone is to finance their poor choices, all you will get is more of the same...
@UnpopularOpinion @freepatriot Yep. Make it easier to do the right thing and harder to do the wrong thing. That's how it's supposed to happen, at least.
