Answering his question about how do they function:
They don't. People just go around each one doing their own thing, scamming others, getting killed for it which turns into a blood feud for a few generations where you have streets vs other streets often.
Also they scam westerners by pretending to be sorry, poor or helpless so they shower them with aid money, which of course goes into drugs.

They are gonna have a though time from now on as the chinese know better...
