It's unrealistic.
It's a MUCH better solution to request an authorization from the man responsible for the woman (her father, her older brother, her husband) to allow her online or he gets fined.
You never punish the woman: you punish the man closest to her, like Iran did to kill the attempted feminist revolution the US fomented a few years ago.
