It's normal. October is normally the beginning of the FY budget and most project just got refunded - also, no one takes vacation in winter usually.

I just checked online. You're right, different countries usually close their FY in alignment with different milestones.
Almost every company I worked for closed their FY in september (europe/US), but I've seen others who follow the calendar year (closing in december).

There are also tax benefits that might impact their decision. It's a rabbit hole.
