Russia is designing new crypto rules with an “approved list” of coins that explicitly excludes privacy coin Monero (XMR).
Lawmakers plan a two tier framework where only a short list of major coins is available to regular retail investors, while XMR and other privacy coins are kept off that list.
The Central Bank links the exclusion of Monero, Zcash and Dash to anti money laundering concerns about “anonymous cryptocurrencies,” effectively banning them from regulated platforms in Russia.
The framework is expected to be finalized in 2026 and take effect in 2027, so the key things to watch are which coins make the approved list and how aggressively Russia enforces against privacy coins.
