In all seriousness, it may end up being "in systems going forward", it could also be set up as a prerequisite to using the internet, eg, the ISP requires you to unlock when a device fires up a browser.
There's already TPM that could, in theory, limit what can boot in the first place on any given system, so it's not unimaingable that a biometric standard could be deployed at scale.
You don't need a monopoly on production; consider the school textbook situation in the US: if Texas and/or California make something a requirement, that requirement will be met in all textbooks available to all states.
