I think with regard to a lot of things like this, the right approach is deep investigation to determine whether they were TRYING to achieve this end, or if they were more "sorcerer's apprentice" with the best intentions that went awry.
And the punishment for some intentional civilization-ruining crimes should be bloodline termination.

I like the standard solution that cone from free marketing and minimalist govearnment:
There is an investigation and a trial where they determine if the company is liable for damages. If yes, their liability insurance covers everything. Then the insurance company decides by how much they cause their premiums or drop them entirely.
