You're right, but it's most a consequnce of the police state: the more tyranny, the competent people either:
1. Infiltrate and milk the system by doing as little as possible.
2. Leave and work for the competitor to undermine the retard system.
3. Work outside the system (become criminals). Black markets have historically been run by smart men.
