The new rules will accelerate the return of illegal migrants, strengthen enforcement, and provide Member States with more effective tools to ensure that existing laws are actually applied.

These are long-standing ESN priorities and an important step towards restoring order, security, and control over migration policy in Europe.
As ESN Shadow Rapporteur Mary Khan stated:
“Today, we are sending a clear message: Anyone who is here illegally will not make Europe their home.”
Now it is up to the Member States to implement these new tools and ensure that the rules are enforced in practice.

I guess we all will believe this first when it really happens. From my point of view this decision is better than none or a decision against it at all...just sayin.
