Coincidentally, the Ivy League was and still is the primary recruitment tool of the CIA.
Landmines were banned in most nations by the Ottawa Treaty in 1997. Military weather modification was banned in many nations in 1978 by the Environmental Modification Convention(ENMOD).
Weather manipulation is not a conspiracy theory: it's been happening since the Vietnam war and is an even older political issue than the legality of landmines in warfare.
