I learned a few years ago that the reason commuter traffic is so nightmarish is because the Civil Engineers program the traffic lights/traffic patterns to make them as bad as possible without creating gridlock.

To make the commuters miserable. On purpose.

With the explicitly stated goal right there in their website-published mission of limiting suburban sprawl and influencing people into living as close to their jobs as possible.

None of which would be necessary is they just killed all of the niggers in the downtown areas.
