Racial IQ differences depend strongly on education
Black kids adopted by white women achieved IQ scores 1 standard deviation above black kids adopted by black women:
So black kids are literally handicapped by their black parents - unless the parents already adopted "white" cultural norms for their education style.
That means that to raise the entire black population's average IQ by one standard deviation would require that they were all adopted and raised by white parents or that their black parents, those who need it, are educated on how to raise their kids better - neither of which is going to happen 🤔
