It's normal in his his home country. The only reason they hold themselves back because in Somalia/Eritrea or whatever shithole he comes from, the family of the woman would kill him, cut his head and eat his brain...not necessarily in this order.
Their belief is: if there is no direct immediate consequence, it's fine.
