Norway is literally in the extreme cold north of the world, surrounded by ice and ocean everywhere.
Yet they've been a first world country since forever. It's always the people.

Iceland is not such a good example IMO because they were very poor until heavy investment from Britain and the US as part of the Marshall plan, they brought a lot of the reforms that opened their economy and caused growth.
They reversed it afterwards which naturally led to crazy government spending, inflation and a IMF bailout in 2008-2011.
Iceland is also very feminist with a low 1.53 fertility rate and 46% overall tax rate while Norway has a fertility of 1.71 and 22% tax rate.
