In any sane and functioning society, any company hiring such blatantly unqualified and incompetent jeet drivers would get sued into bankruptcy. And the government employees responsible for granting them the drivers licence would lose their jobs.

Unfortunately, the USA and California in particular is a dystopian dysfunctional hellhole in which reason and accountability have no sway anymore.
