Those are their cost back when they were produced.
The reality is you have to adjust both for inflation and new production prices.
Considering ShadowStats claim a cumulated inflation of 600% since year 2000, to rebuild them would actually cost AT LEAST 18 billion plus the production lead times (1-2 years best case scenario).
