He kept girls locked in dog cages, killed girls via heroine injection and kept aborted fetuses in freezers.
The UK government released him after 14 years and say he can't be deported.
His name is Shabir Ahmed.
His immigration lawyers advised him to renounce his Pakistani citizenship knowing that International Law does not allow a person to be made stateless.
