That said, I think the point of the cameras is not to spot suckers to pick up for the draft.
I think suckers who will be drafted will get their draft notice and say (voice Eor from Winnie the Pooh) "oh well, I guess I have to go then, huh..."
I think the plan for the cameras was that they were gonna be a way to catch people doing sabotage (e.g. shooting out transformers to knock out the grid)... They expect sabotage to be a big part of the up-and-coming civil war and they want to get in front of it. Unfortunately for them, the cameras are getting sabotaged IN PEACE CONDITIONS. So it's pretty clear that they're having the opposite effect of what they wanted.
Instead of setting up a dragnet to catch someone dropping thermite down a communications manhole, instead they're normalizing sabotage by putting up something that everybody wants destroyed. Slow. Fucking. Clap.

Plus, in a civil war/sabotage situation gone hot, the flock cameras will be a disavantage.
You let them up so they see a lot of bullshit.
Then, you take them down and prepare an ambush. Classic resistance tactics.
Also, it's a perfect diversion to make your enemy spread themselves thin.
But I think the single biggest fuckup here is that the average person didn't consider sabotage as something they'd support or do. Shooting out power transformers or putting a derailer on a train bridge is "foreign" to most people. Now thanks to flock, everyone has been introduced to the idea of sabotage.
