In pagan religions they follow master morality, not slave morality.

Master morality: traits that are good to your life and existence, like nobility, courage, strength, pride, and self-affirmation are positive.

Therefore pagan gods reflect those traits in their purest form, namely vitality, fertility and the life affirmation act of having sex.

There was never a reason to make an impotent celibate pagan god...maybe a lower demon.
