Have the old system die of a planned monetary fuckery and swoop in to save the economy with an experimental system. If the low priority brits allow it chances are the main target americans will likely yield too.
The negative effects can be excused by saying it was a naive implementation and implement it after a couple of years of normalization and faking data to prove superiority the system is to everyone.
