Given Germany damaged and destroyed at the very least 1.1 million houses in London during The Blitzkrieg and the advance in the eight decades in military technology; what are the Russian capabilities to level Kyiv and other major cities in Ukraine using non-nuclear means?

Have the NATO countries bolstered Ukraine's air defence to the point the costs outweigh the nuclear solution risks to Russian citizens and ethnic Russians? How about the risk of US declaring a no-fly zone?
