They say so themselves, it's geared towards tourists and wealthy residents who won't stand to be locked up when the gates close, so it's likely not a 15-minute-city in the totalitarian sense but closer to an ambitious resort that tries to not look like a tacky tourist trap.

Why not make it a free private city?

Philadelphia police burned down a couple city blocks and the people ( including women & children ) living in them, to get one guy they didn't like.

Maybe no one trust cops anymore because the Stasi have decided to work for the elites now instead of respecting the Bill of Rights.
