Although I'd guess Rand Paul is just being true to his lolbertarian, plus he's a fraud when it comes to principles in general. See his big show of opposition to using drones on Americans, followed by saying it might be OK to deal with a liquor store robbery. A situation which makes no tactical or legal sense.
