The county I live in has a drug treatment/prevention program that was ran/owned by a few of the judges. Any drug or alcohol incident that made it to the courts had a mandated "evaluation" with the counselors there. If they recommended "treatment" then that was mandated at sentencing by the judge. Wasnt cheap if it was recommended.
