There's a book The Men who State at Goats (don't bother with the movie; they change all the names so you don't realize who they're really talking about) where it goes into Abu Ghraib. Everyone views the release of sexual torture as horrific and a leak. But that prison had people in gray or black outfits, who were not military, encouraging the photos.

It's likely the leak of the sexual abuse and torture images was intentional; a psyop to rile up insurgence and decrease stability in Iraq. Everything post-invasion was intentional to further destabilize the nation.

Just like the Snowden leaks were likely a special operation too. It was to show the US government could do anything, and no one would get angry enough to do anything about it.
