True, because it is impossible to have no “government”. Even in a small group, there will be the governed and the governors.
There is literally no such thing as a leaderless group. Humans don’t function like that. Same with dogs. There is no leaderless pack.
Someone will lead and most will follow. it can be “official” or it can be “unofficial”

What happens? heirarchy forms around leaders who bring the most troops back alive. in other words, a meritotocratic heriarchy naturally manifests.

Reading Micheal Malice’s fantastic book “The White Pill”. Revelatory not so much in his conclusions, but in the extensive detail of the insanity and abuses of Soviet Russia from Lenin to Stalin.
His take away is impossible for even unfree people to comprehend how bad existence can be in a severe totalitarian state.
My summation it is a place where insanity has the final and only word.
