Not really a fan of Michael Knowels, nevertheless, hebis not necessarily wrong on this:

The claim is that these are installed in high accident zones.
The fact is these companies are giving kickbacks to local politicians whonare trying to raise money for the municipality. Itnis a racket understeer guise of "public safety".

He is correct on this, though.
