They Never place blame on the low-lifes who signed their name on the line for these mortgage contracts, knowing they could not afford them.
The through line of the movie is that Hedge Fund Managers were at fault. Parts of the movie were surreptitiously set in a Las Vegas casino to juxtapose the idea that there is a correlation between creating financial products for investing and gambling.
Apparently Chicago street gangs are retaliating against Venezuelan illegal street gangs.
