In Puerto Rico there's a 40% of young people vs a 60% of old people. and the government wants to force the 40% to take care of the 60% while protecting the 60% from the 40% lol.
if the 40% even acts in a violent way towards the 60% they can face jail time.

The 40% is the one enforcing the whims of the 60%. The right move is to convert/eliminate the percentage of the 40% that is actively preventing you from overtaking the weak.
