While I think that some kind of conflict is inevitable in the near future, I don't think a draft will occur. Most under-30's aren't draft eligible due to obesity and mental illness. The pool that's left are either already considering military service, or can scheme of a way out of service (or the country, for that matter). A big chunk of whoever is left out of that will likely just decide jail is better than dying.

Plus if it gets really bad a draft does nothing in a nuclear exchange.
