There are only two ways the Straight of Hormuz reopens entirely:
Iran agrees to allow free passage for all vessels.
The Iranian government is destroyed entirely and replaced with a US puppet or left in ruins.
So long as Iran remains hostile anything less than complete destruction will merely reduce losses. Even one in a hundred vessels being successfully hit is enough for shipping to halt, and that can be managed from deep inside Iranian territory. Look how hard they can hit Israel from the opposite side of the vast expanse of Iraq and Jordan.
