The more water evaporates, the more clouds there are that can rain, so how can there be a water shortage on a worldwide scale?

@shortstories Water distribution isn't equal. Mountains tax rain clouds and rain also requires cold temperature. Warm air can hold more water. The arabic nations trying to counter this by converting sea water to drinking water.
