There will always be a property tax no matter what and when.
You don't pay for the land itself but you have to pay for the protection of that land, be it to the central government, the feudal lord or the community for the shared police.
The only other option is to defend it yourself, paying the police/military privately (like the cartels do).

In practice yes, not in name. They paid tribute to the crown so that other feudal lords/royal army would come to his aid if his territory was attacked by a force bigger than he could handle (piracy or war).

Yes, they do the same way the cartels do: they pay the military privately, even if it's only to protect the borders of their kingdom. Very similar to how the federal government originally worked in the US constitution.
That's the point, it might take different names but property tax is the price of protection.
Current initiatives to abolish property tax is just straight up theft, wanting to be protected for free. Trying to enslave the military, historically, ends very badly.
