Bush expanded the surveillance state and the war presidency in the aftermath of 9/11. Barack Obama inherited those powers and enlarged many of them. Donald Trump inherited them. Joe Biden inherited them. Trump inherited them again.

This is how presidential power grows: amassed by each administration and passed on to the next. Very little of it disappears when administrations change.
