Regarding the military propaganda, it is also retarded as a strategy. Men these days are far more likely to send money to women than make a real effort to change their lifestyle to theoretically meet said women.

The fact that it requires no talent, no gatekeeping, no monetary investment, and no practice is just added bonus so that they can feel like they’re part of a community while they try to aim to be the focus of the masses’ affections
