Civic nationalism that is almost Libertarian except closed borders to keep those without a Libertarian world view out would work very well without race based policies
If one race tends to commit more crime for genetic reasons then they would get arrested more, because they could not support a family in jail without welfare there criminal promoting genes would gradually be eliminated from society
If one race can not function without welfare as much their bad genes would be eliminated

They are only alive because people keep giving them hand outs and letting them off the hook
The USA and Europe give Africans lots of free hand outs in Africa so they have a large third world pipulation instead of a small population or being extinct or learning self sufficiency and decent behavior
Most civilizations are mixed religion and failing because they let in religious and cultural Jews
Palestinians have a higher percent Israelite ancestry than Ashkenazi Jews
Ashkenazi Jews are mixed race between White Gentiles and the bad behaving ancient Israelites who got expelled for bad behavior and did not convert to Christianity
The ones that converted to either Christianity or the local Roman poly religion tended to have better behavior and were able to blend in in Rome occupied Israel / Palestine instead of being kicked out
