Korean normally ends a sentence in a verb or a adjective that is conjugated like a verb

In this case the sentence ends in the noun Elon Musk

So I am guessing it is a incomplete sentence but I could be wrong about that and it might be a complete sentence that is an exception to the general way of ending a sentence in a verb
