1 Controlling the "official" voting numbers in the district but people do not necessarily believe the official numbers

2 Controlling what people (including but not limited to police) in the district believe but not being able to control the official voting numbers that are proclaimed

3 Whichever one you choose would grant equal levels of control

4 Neither would grant any control
