I'm not saying its right, but in the 70's an 80's underage girls were often treated as sex symbols. There was less of a stigma around it.

In China they delayed the age of marriage in order to encourage later child birth which reduces the population growth rate
Here the focus more on the sexual act. She has to be 18+ or it's a crime. Marriage I think is allowed at 16 with parental consent with another person under 18.
Frankly I'm too old to be dating any woman under 21, I could make an expection for a christian girl at 19 if she's actually serious. But more or less realized that society used to be more lax about that stuff. Maybe it's a good thing we are more protective of young foids but at the same time it does affect birthrates. Frankly the crux of the problem is men and foids should be marrying at 16 and staying married for life. And because this doesn't happen you get all sorts of confusion.
I know, it's just an observation of the time period. Which is so different from ours. I even remember being in my early 20s and friends hooking up with high school girls and us not thinking anything of it really.
Now if I had a daughter like him, I would not let her model at such a young age, the modeling industry is full of perverts. He played to much into that magazine, photographer, model culture of the time.
