My position on this question is clearly spelled out in my most recent book: "The plain fact is that at present there exists no scientifically satisfactory explanation for the differences between the IQ distributions in the black and white populations. The only genuine consensus among well-informed scientists on this topic is that the cause of the difference remains an open question."

I believe the largest cause of lower black IQ is kike propaganda directed at black people encouraging them to blame the white man and demand free stuff from White men instead of trying to succeed by actions other than blaming the White man. And not being told that it is the White looking kikes that keep them down when the White man is blamed

There might still be an IQ difference but the difference would be much less without such propaganda because they might try to study

IQ is largely genetic. I know one black guy that is extremely intelligent. He has a Ph.D. in physics / engineering. He designs medical lasers. He was highly intelligent even as a child.

His dad was an engineer (he ran CAD on a 386 when I was a kid). His mom was a biologist. The brother isn't nearly as intelligent, and in fact, used to literally drool on himself.

Some people win the genetic lottery, some don't, and on average, race is a factor in determining the odds.

If there were two black identical twins

And one was told to blame the White man for all problems he had and to take as much stuff as he can from the white man instead of studying as the way to success

And the other one was told to study hard so he can learn how to make better decisions because better decisions lead to more success at goals

You do not think that one twin would be smarter than the other at most things for reasons other than DNA?

Twin studies tend to show that intelligence is genetic. So it wouldn't make a significant difference.
@shortstories @Humpleupagus No, There are plenty of studies about identical twins separated at birth that will confirm your conjecture is mistaken.
