I would suggest the Old Testament was a guidebook for how to reform by a small minority of Israelites written specifically to the the vast majority of Israelites who were behaving badly

The bad Israelites said they did not want to reform and tried to replace the Old Testament with an alternative tradition which was then debunked by the New Testament
