If black people were enslaved and forced to study math and standard academic English or be executed then their average IQ score would increase. If execution would not occur for getting wrong answers but only for not putting in the study time.

It might slightly raise their IQ: Practice and education can bump it a couple points, but overall it's a genetic thing.
