I think Taichi classes tend to socialise a lot
You can try going to random Churches
Maybe book reading clubs
Sometimes libertarian or other political parties have meet up groups
You can advertise a local meet up group for some hobby or just people who have no friends using facebook ads
You can sometimes get a foreign language partner who is learnibg English as a second language to talk to
