I created a khajit character in Skyrim did not like it then deleted it & created an argonian character
I like the argonian build very much because you can explore the map while avoiding encounters while swimming
I also found that in a mine with bandits near the starting location in the game you can jump in water & if you stand in just the right place you can attack enemies with ranged attacks but they can not attack you
If you choose the wrong place you can move around and cast healing 1 of 2
Benefits I get from swimming ability as an argonian character might work with characters that are not argonian because the argonian power is water breathing but you do not actually have to swim under water and can swim on the surface to take advantage of certain enemies not being able to attack you
I put a lot into stamina for this kind of strategey & alternate between sneaking & running
Legendary difficulty so had trouble fighting until I got "mages guild" free clothes for joinining
