My guess is trying to make youtube videos about tunnel Jews or alleged ancient underground architecture that was covered up by the local government or trying to prove they are brave to impress other people unless the people who went down there were Ashkenazi or hSephardic Jews in which case I am going to guess they were doing something they would get in trouble for if seen above ground
Could also be people living or partyimg in the sewers & possible drug use due to high rent
It is common to find ritual magick symbols together with alcohol and cigarettes underground in Europe and people get lost underground and die allegefly

It's such a good concept for a game mechanics wise, and so many good plot ingredients if you get into the cookier stuff. Secret societies, orphan and incubator farming. Balancing excavation of high level infrastructure with construction of low level stuff. Destroying evidence and rewriting the historical record.
It reminds me a lot of the Zombie Apocalypse thing from the late ‘00s. But quite a bit bigger
What are they hiding?
I noticed considerable overlap with Zombie Apocalypse scenarios, and BLM riots in around the early scamdemic. Even if literal zombies infected with brain-hijacking death viruses or whatnot are unlikely, as a contingency plan it’s pretty hard to beat, for a guy without access to literal paramilitary organized militia men at one’s disposal
Claims it was an old steam tunnel network that heated the major buildings with centralized boilers. Most locals scared to venture deep, but there is a massive homeless population so it probably gets pretty wild down there.
I've heard from locals that neighboring City of Waynesboro also has some less well known tunnel networks and they have leftover "data centers" that have been repurposed for consumer use and suspicious street architecture that is probably ritualistic when viewed from above.
