A peaceful protest means the government paid people to push the agenda the government wants passed so it is peaceful to the government because it is not hurting the government agenda

If people who do not support the government agenda get hurt the government will still call the protest peaceful as long as people who are government officials or donors or media presenters that support the government agenda do not get hurt
