There is nothing wrong in using tissues for the purpose of purification. However, it is better to combine both water and tissues.
That would be a wipe or they have sprays that turn toilet paper into a wet wipe.
Supposedly you should not flush wet wipes into toilets because they clog the toilets
I went to a Muslim center to study Arabic for a few weeks once and in the men's bathroom they had both toilet paper and also what looked like a gardening plant water pitcher
I wondered how they could clean up using it without spelling water all over the bathroom
Maybe they keep the toilet lid open and stand up with their knees bent and their butt above the open toilet
