So they can vote for a black person wnd then think they are free because someone of their own race was elected to rule over them even though they are still slaves because someone is still ruling over them

Short answer: No. Only white people had voting rights and voting rights were required to hold political office.
Long answer: There were a few exceptions, but they were essentially just glorified middle man. It's more tolerable for communities to see one of their own in charge, even if that individual is essentially just a puppet.
